Navy Makes Large Migration to "the Cloud”

The U.S. Navy completed its largest migration to “the cloud” by moving ERP systems and services to an entirely internet-based format.

The U.S. Navy is taking its money to “the cloud.” In its largest migration of functions to this internet-based network of computers, services, and systems, the U.S. Navy’s Enterprise Resource Planning (ERP) “tech refresh” represents the military group’s largest cloud migration to date. The Navy’s ERP manages more than one-half of the Navy’s finances and flows nearly $70 billion into the U. S. economy each year.

“The magnitude of this accomplishment is incredible,” says Secretary of the Navy Richard V. Spencer. “The Navy ERP tech refresh is our largest system cloud migration to date and will enhance the performance of our force.” The effort comes as the result of three years of planning and preparation, with the cloud migration a critical step in modernizing financial management capabilities.

“I am proud of the team efforts to accomplish this on an accelerated schedule, cutting the projected timeline nearly in half,” says Spencer. “The team managed this through innovative approaches to problem-solving and close collaboration with integration teams, network engineers, and industry partners.”

Thomas Harker, Assistant Secretary of the Navy for Financial Management and Comptroller, adds that the cloud migration helps modernize the Navy’s financial reporting systems, “The Navy ERP tech refresh is a major milestone toward consolidating all Department of the Navy financial systems into a single general ledger, which is essential to the department’s ability to produce accurate financial information, obtain a clean audit opinion, and improve our data analytic capability.” The Navy ERP, which is deployed to about 72,000 users across six Navy commands, is now entirely cloud-based (see figure).
