Symmetricom—James Armstrong promoted to executive vice president and general manager of telecom solutions division; formerly vice president of engineering for the division.

Herly Industries, Inc.—John M. Kelley, former company president, passed away on Feb. 8. Kelley joined Herley in 1998 as director of investor relations. He served as the company’s vice president/ director of corporate communications, senior vice president, president-Herley Commercial Technologies, and executive vice president before being named Herley president in 2003.

MITEQ, Inc—Howard Hausman to president. Joining Howard on the executive management team are David Krautheimer and Steven Spohrer.

Raytheon Space and Airborne Systems— W. Timothy Carey to vice president for intelligence, surveillance, and reconnaissance systems organization; formerly vice president and deputy for national and theater security programs at the company’s integrated defense systems business. He succeeds Michael L. Proch, who is retiring.
